Question : Defence University

(a) whether the Government proposes to set up a Defence University in the country;

(b) if so, the details and objectives thereof along with the funds allocated for the purpose;

(c) whether the location has been identified for setting up the Defence University;

(d) if so, the details thereof, State / UT-wise including Punjab;

(e) the expenditure likely to be incurred thereon and the time by which the said university is likely to be set up; and

(f) the extent to which this university would be helpful to meet the shortage of manpower in Defence sector?

MINISTER OF DEFENCE (SHRI MANOHAR PARRIKAR)

(a) to (e): Yes, Madam. Government has accorded approval in May 2010 for setting up of Indian National Defence University (INDU). Subsequently, in September 2012 land for the Project was acquired from Government of Haryana at Binola, Gurgaon, Haryana at a cost of Rs.164 crores. The estimated cost of the INDU project is Rs.2072 crores excluding cost of land.

No specific fund has been allocated for the INDU Project in the budget of Ministry of Defence. Expenditure so far on the project has been met out of
the Headquarters Integrated Defence Staff (HQ IDS) budget allocations. The objectives of INDU is to develop & promote higher education in Defence Studies, Defence Management & Defence Science & Technology. The University will cater for officers from Armed Forces and officials of national security establishment from India and friendly foreign countries. The University will be fully functional at the earliest.

(f) The University has been envisioned to develop and propagate higher education for the armed forces and other Government agencies in the field of Defence Studies, Defence Management & Defence Science & Technology and promote policy oriented research on all aspects of national security and strategy. It is not designed for offsetting shortage of manpower in the Defence sector.
