Question : Achievements under NRDWP

(a) the population covered under safe drinking water and the details of the fully / partially covered and quality affected areas in regard to safe drinking water, State / UT wise;
(b) whether the National Rural Drinking Water Programme (NRDWP) has achieved the desired results in the country, if so, the details thereof;
(c) the details of the funds released and utilised under NRDWP during each of the last three years and the current year, State / UT-wise;
(d) whether certain irregularities / deficiencies in implementation of the said programme have come to the notice of the Government during the said period, if so, the details thereof, State / UT-wise; and
(e) the mechanism put in place by the Government to monitor the implementation of the said programme and the other steps taken by the Government to provide safe drinking water to all habitations of the country?

(a) As on 21.02.2016, a total of 67.08 crore rural population have been covered under safe drinking water with provision of atleast 40 Litres Per Capita per Day (lpcd). Moreover, 19.93 crore population is getting less than 40 lpcd and 3.37 crore population getting drinking water which is affected by chemical contamination. The details of the fully / partially covered and quality affected areas (in terms of habitations) in regard to safe drinking water, State / UT wise is at Annexure-I.
(b) As on 21.02.2016, out of the total rural habitations of 17,13,303 in the country, 13,07,086 habitations (74.14%) have been fully covered under safe drinking water with provision of 40 lpcd. However, on 01.04.2011, out of the total rural habitations of 16,64,186 in the country, 12,70,199 habitations (70.11%) only were fully covered with 40 lpcd. This shows the gradual improvement.
(c) The details of the funds released and utilised under NRDWP during each of the last three years and the current year, State / UT-wise is at Annexure-II.
(d) and (e) Under National Rural Drinking Water Programme (NRDWP), the Government provides financial and technical assistance to States to supplement their efforts to provide adequate safe drinking water to the rural population. The States have been delegated the powers to select, approve and implement the drinking water supply projects. The States have a State Level Scheme Sanctioning Committee (SLSSC) which approves the rural drinking water supply projects. Ministry monitors availability of safe drinking water in rural habitations in the country through its on-line Integrated Management Information System (IMIS). All State Governments enter their data on availability of safe drinking water into IMIS. No irregularities / deficiencies in implementation of the said program were reported by the States during the said period.
Ministry has prepared a strategic plan to provide safe drinking water to 90% of the rural population of the country through piped water supply schemes by the year 2022, subject to availability of funds. Under the plan, the following timelines have been laid out:-.
• By 2017: Ensure that at least 50% of rural households are provided with piped water supply.
• By 2022: Ensure that at least 90% of rural households are provided with piped water supply.
