Question : KIDNAPPING CASES



(a) whether incidents of kidnapping of men, women and children have increased in the country;

(b) if so, the details thereof along with the total number of such cases reported, number of men, women and children traced/ untraced, kidnappers arrested and gangs busted along with the action taken against them, separately during each of the last three years and the current year, State-wise;

(c) whether the Government has sought suggestions from the States for formulating a National Policy in this regard and if so, the details thereof;

(d) whether the Government has any proposal to formulate new guidelines/standard operating procedures and setting up of a unified command for tracing kidnapped/missing children;

(e) if so, the details thereof and the steps taken to develop mechanism for regular monitoring and supervision in this regard; and

(f) the details of advisories/guidelines issued to the States in this regard along with the other corrective steps taken by the Government to curb such cases in future?

(a) to (b): As per the data furnished by the National Crime Records Bureau (NCRB) of various kidnapping cases reported in the States/ UTs, a statement indicating the total cases registered, cases charge-sheeted, cases convicted, persons arrested, persons charge-sheeted and persons

convicted under kidnapping & abduction during 2011-2013 is attached at Annexure-I. Details of the various cases of kidnapping and abduction of women and girls during 2011-2013 indicating the number of cases registered, cases charge-sheeted, cases convicted, persons arrested, persons charge-sheeted and persons convicted are attached at Annexure-II. Data on traced/untraced men, women and children and gangs busted are not maintained centrally.

(c) to (f): The Ministry of Women and Child Developmen in consultation with the Ministry of Home Affairs has initiated a web portal named ‘Track Child’ in the country which aims at maintaining the real time data of all missing children including their identification details to facilitate matching of missing and recovered children. The Ministry of Home Affairs in pursuance of the Hon’ble Supreme Court’s order, has issued an Advisory on 25th June 2013 for filing mandatory FIRs in case of missing children, which is available in MHA’s website( http://mha.nic.in). An Advisory was also issued on 31st January, 2012 for missing children and steps to be taken for tracing the children, whereby the States / UTs have been directed to do computerization of records, involvement of NGOs and other organizations, community awareness programmes etc along-with a proforma to facilitate better data collection on missing and found children.
