(a): Yes, Sir.
(b): 853 buses.
(c): The number of persons killed in road accidents by buses, RTVs and other heavy vehicles in Delhi during the years 2002, 2003, 2004 and up to 31st March, 2005 is given in the enclosed statement I.
(d): In cases of fatal road accidents, cases are registered against the drivers, they are arrested and prosecuted under appropriate sections of law and their driving licenses are suspended/cancelled. The buses involved in such accidents are also impounded and their permits are suspended/cancelled. During 2002-03, 2003-04 and 2004-05, permits of 232 buses were suspended and permits of 11 buses were cancelled by the State Transport Authority. Besides the driving licenses of 243 drivers were cancelled.
(e): The action taken by both Delhi Police and Transport Department of the Government of NCT of Delhi to make Delhi roads safer are given in the enclosed statement II.

I Steps Taken by Delhi Police
1. Regular action against drunken driving, reckless driving, minorâs driving, red light jumping, over speeding etc. to reduce road accidents;
2. Arrest of drivers found to be indulging in reckless driving;
3. Sending recommendation to the State Transport Authority for cancellation of permits/licenses of buses involved in fatal road accidents;
4. Special persecution drives against DTC, Privates buses, RTVs and Blue Line Buses etc;
5. Introduction of computer based road accident analysis system for scientifically analyzing road accidents on various important parameters and identification of Black Spots;
6. Introduction of conflict free traffic circulation plans in important parts of Delhi;
7. Segregation of fast moving traffic from slow moving traffic;
8. Closure of gaps in the central verges on accident-prone roads;
9. Provision of bus bays, yellow boxes, bus boxes etc. on city roads;
10. Introduction of traffic signals/blinkers in accident - prone areas;
11. Deployment of additional Police personnel in accident-prone areas;
12. Mobile patrolling and group checking at vulnerable accident locations;
13. Distribution of Road Safety Literature among bus operators with a view to inculcating better road discipline among them. Special emphasis is laid on defensive driving, lane driving, driving at roundabouts and general traffic rules to be observed on Delhi roads;
14. Training of professional drivers of different categories of buses;
15. Taking out Mobile Exhibition Vans to different places for Road Safety Training activities and refresher courses to Bus Operators/drivers;
16. Enforcement of the speed limits prescribed for vehicles particularly heavy commercial vehicles - both goods and passengers
II Steps taken by the Transport Department of Government of NCT of Delhi:
1. Implementation of the various directions of the Supreme Court of India issued in the matter of M.C. Mehta vs UOI & others (CWP No.13029/85) and the High Court of Delhi in the matter of Courts on its Own Motion (Crl.P.No.207/04) regarding fatal accidents;
2. Suspension/cancellation of permits of vehicles involved in fatal accidents on the recommendation of Delhi Traffic Police;
3. Suspension/cancellation of driving licences of those drivers who are involved in fatal accidents on the recommendation of Delhi Traffic Police;
4. State Transport Authority has attached a new condition for the permit of the transport vehicle according to which if any transport vehicle is involved in two fatal accidents in its lifetime, the permit of the same will be liable to be cancelled.
5. As per the directions of the High Court of Delhi, a new condition is also being added to the permit of transport vehicles which reads as under :
âIn case a heavy vehicle transits through Delhi or is being driven in Delhi, it will be driven by a person who has undergone training and refresher course prescribed by Transport Department of Government of National Capital Territory of Delhi and shall possess a certificate to that effect from the Driving Training Institute, Loni Road or any other Institute prescribed by the Transport Departmentâ.
6. Inspection Unit of the Transport Department, Burari, which issues certificates of fitness to transport vehicles, is being modernized in association with Automotive Research Association of India, Pune.
7. Two more State of the art Driving Training Institutes are being established in association with Vehicles Manufacturers.
8. In pursuance of the directions issued by Supreme Court of India, BIS standards were replaced by AIS:018/2001 standards which is commonly known as âspecification for electronic speed control deviceâ. At the time of registration and renewal of certification of fitness of Transport vehicles, it is ensured by the Inspection Unit, Burari that the vehicles have speed control devices, except in those cases where they are exempted under the rules.
9. Transport Department of the Government of NCT of Delhi has also notified the manner in which speed control device conforming to AIS:018 standard shall be installed and enforced. It has intensified checking of the electronic speed control devices in public transport vehicles.
