Question : Foreign or Private Sector Assistance under PMKVY

(a) whether foreign or private sector’s assistance has been sought for improving the quality of training;

(b) if so, the details thereof; and

(c) the details of progress made in imparting training in the field of organic farming, floriculture, production of herbal, medicinal plants and fruits as per need of the Himalayan States?

(a) and (b) Under the Pradhan Mantri Kaushal Vikas Yojana PMKVY 2016-20, trainings were conducted by multiple Training Centers / Training Providers (TCs/TPs) including private or non-governmental organizations. Under the scheme, the registration of TC/TP for their accreditation and affiliation is being done under single window IT application known as SMART. SMART provides a transparent, unified and one-stop-solution to the training providers mandating time bound delivery of accreditation and affiliation of training providers.

Further, Ministry is actively engaging internationally in skill development space through collaborations with foreign Governments and institutions. These collaborations broadly focus on four key areas: sharing international best practices, benchmarking Indian standards in accordance with international standards, training of trainers and enhancing the capacity of existing institutions in India’s skill training ecosystem. Ministry and its key agencies have entered into formal agreement with United Kingdom, Germany, Australia, France, UAE and China with the purpose of technology transfer in skill training, training of trainers, setting up of Model Centres of Excellence etc.

(c) Agriculture SSC has devised some courses for providing trainings such as Organic growers, floriculturist, Tea plantation worker, Bamboo grower etc. Under PMKVY 2016-20, 1,34,769 candidates were trained under Agriculture Sector Skill Council.
