Question : Selection of Vendor by India Post

(a) whether the Department of Posts has selected vendors for different technology advancement projects and TCS, Sify and Reliance Communications are few of them and if so, the complete details thereof;

(b) whehter the vendor whose network used by postal department has failed to provide the needed net connectivity and the one which is managing the central server has also failed to ensure the smooth functioning of the post offices;

(c) if so, the details thereof and the charges paid to both the entities; and

(d) the steps the Government has taken/proposed to be taken to improve the digital services in Post Offices?

(a) Yes, Madam.

IT Modernization Project of Department of Posts is being implemented through different segments. The details of segments and their respective vendors are furnished below:

(b) No, Madam. The net connectivity and central server is functioning. So far 28213 locations have been networked under Single Wide Area Network and connected to Data Centre.

(c) BSNL and Sify are the vendors who are providing connectivity both for post offices and Central Server as Primary and Secondary network Service Provider. The expenditure made so far to Network Integrators is as follows:

(1) BSNL Rs 33. 36 Cr
(2) M/s Sify Rs 208.42 Cr

(d) Connectivity provided to Post Offices is monitored on daily basis. Department has entered into Service Level Agreements with BSNL and M/s Sify, who are the service providers and payments are released after imposing due penalties
