Question : Expansion of CNG-PNG Network

(a) the details of existing network of Compressed Natural Gas (CNG)/Piped Natural Gas (PNG) across the country including the number of households/industrial units covered in each of the cities under this network, State/Ut-wise;
(b) whether the Government has received proposals/demands from various States for increasing CNG/PNG coverage in their States particularly backward and small cities from Rajasthan and Karnataka if so, the details thereof and action taken by the Government thereon, State/UT-wise including Rajasthan and Karnataka;
(c) whether the Government has fixed any target to cover every rural/urban household and provide PNG facility across the country and prepared a roadmap for the purpose;
(d) if so, the details thereof along with any time-bound action plan envisaged for providing PNG to every household and the achievement made in this regard, State/UT-wise; and
(e) whether the Government has launched ‘Urja Ganga’ in the gas pipeline project to provide PNG in Varanasi and if so, the details thereof along with the time by which the similar scheme is likely to be launched in other parts of the country, State/UT-wise?

(b): Under the Petroleum & Natural Gas Regulatory Board (PNGRB) Act, 2006, PNGRB is the statutory authority to grant licenses for the development of City Gas Distribution (CGD) network which includes PNG/CNG network. Requests are received from various State Governments including Rajasthan and Karnataka from time to time. Based on these requests, PNGRB considers a Geographical Area (GA) for development of CGD network in a phased manner depending upon the availability of pipeline connectivity and gas sources.
Presently, 79 Geographical Areas in various parts of the country, including Bengaluru, Belgaum, Tumkur and Dharwad in Karnataka and Kota in Rajasthan, are covered under CGD Network. PNGRB has identified several GAs/Districts in the country including 23 GAs in Rajasthan and 14 GAs in Karnataka.
(c) & (d): Government of India has envisaged to expand the coverage of pipeline networks across the country by providing PNG supply to 1 crore household by 2019. Petroleum & Natural Gas Regulatory Board (PNGRB), established under the PNGRB Act, 2006, has identified a number of cities across the country for rolling out the development of CNG network in the phased manner in synchronization with the development of natural gas pipeline connectivity/natural gas availability and feasibility for grant of authorization to develop CGD networks.
The Government has given priority in allocation of domestic gas (the cheapest gas available in country) for supply to households in the form of Piped Natural Gas [(PNG(D)] and transport segment in the form of Compressed Natural Gas [(CNG (T)] across the country. Government is meeting 100% gas requirement of PNG (Domestic) and CNG (Transport) segment of the City Gas Distribution (CGD) networks across the country.
(e): The Government of India has taken a decision to provide a capital grant of Rs.5176 crore (i.e. 40% of the estimated capital cost of Rs.12,940 Crore) to GAIL for development of Jagdishpur-Haldia/Bokaro-Dhamra Gas Pipeline (JHBDPL) project, popularly known as the “Pradhan Mantri Urja Ganga” of Eastern India. This pipeline will transport Natural Gas to the industrial, commercial, domestic and transport sectors in the States of Bihar, Jharkhand, Odisha, West Bengal and Uttar Pradesh and to CGD projects in the cities of Varanasi, Patna, Ranchi, Jamshedpur, Bhubaneswar, Kolkata and Cuttack.
