Question : MID-TERM APPRAISAL OF TENTH PLAN



(a) the recommendations/suggestions made in the Mid-Term Appraisal of the Tenth Plan;

(b) whether all State Governments agreed to implement the recommendations/suggestions made in the Mid-Term Appraisal;

(c) if so, the details thereof;

(d) if not, the reasons therefor;

(e) whether the issue of raising the cash component under the food for work programme has been discussed; and

(f) if so, the details thereof?

(a) to (f): A Statement is laid on the Table of the House.

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (f) OF LOK SABHA STARRED QUESTION NO. 340 REGARDING MID-TERM APPRAISAL OF TENTH PLAN BY SHRI E. PONNUSWAMY DUE FOR ANSWER ON 17.08.2005.

(a): The recommendations / suggestions made in the Mid-Term Appraisal of Tenth Plan have been listed in the Appendix of the Mid-Term Appraisal Document of the Tenth Five Year Plan which has already been placed in the library as well as the publication counter of the Parliament.

(b) to (d): The National Development Council with consensus expressed broad agreement with the goals and policies suggested in the Mid-Term Appraisal which could act as a blue print for further action on development matters in the Tenth Plan and as the starting point for initiating work on the Eleventh Five Year Plan. The Planning Commission was directed to examine a number of valuable suggestions made by Chief Ministers during the course of discussions which require a review of some of the policies, programmes and approaches.

(e) & (f): While discussing the Employment Guarantee Act, the NDC noted the suggestions that payment of wages should be mostly in cash since there were problems in movement of food grains to backward areas and directed to consider it for inclusion in the final draft of the National Employment Guarantee Bill.
