(b) if so, the details thereof including the key features of the guidelines; and
(c) if not, the reasons therefor and the time by which these guidelines are likely to be framed?

The University Grants Commission (UGC) has issued detailed guidelines on SAFETY OF STUDENTS ON AND OFF CAMPUSES OF HIGHER EDUCATIONAL INSTITUTIONS to enforce safety of students while on educational/ excursion trips.
