Question : Cancellation of Affiliation of Universities

(a) whether the Government has cancelled the affiliation of many universities for
violation of University Grants Commission (UGC) norms;
(b) if so, the details thereof along with the number of universities that have violated the
norms, State-wise;
(c) whether the Government is aware that the students of such universities are suffering
due to such violation by the Universities; and
(d) if so, the steps are being taken to protect the academic future of the students of such
universities?

(a) to (d): The University Grants Commission (UGC) has informed that it has withdrawn
the recognition of two universities namely: (i) University of Kerala, (ii) University of
Calicut, for offering Open and Distance Learning (ODL) programmes for the academic
session 2015-16. The UGC has not agreed to continue the recognition of following
Universities namely: (i) Mother Teresa Women’s University, Tamil Nadu; (ii) Tamil Nadu
Agriculture University, Tamil Nadu; (iii) Tamil University, Tamil Nadu; (iv) Periyar
University, Tamil Nadu; (v) Bharathiar University, Tamil Nadu; (vi) Alagappa University,
Tamil Nadu; (vii) Sikkim Manipal University, Gangtok; and (viii) Karanataka State Open
University, Mysore, for offering ODL programmes for the academic session 2015-16.
Further, the UGC has informed that it has received complaints against some
Universities related to non-refund of fee, irregularities in admission, running illegal study
centres, awarding back dated degrees, capitation fee, corruption in appointment, nonpayment
of UGC scales, non-issue of mark sheets, etc. and the same have been sent
to the concerned Universities for redress. The UGC has taken the following action on
receipt of complaints against Private Universities:
(i) UGC team visited CMJ University, Meghalaya and submitted its report. The
report was sent to the State Government. The State Government of
Meghalaya decided to dissolve the University.
(ii) UGC team visited EIILM University and recommended dissolution of the
University. The State Cabinet decided to dissolve the University.
(iii) The UGC has issued Public Notices for apprising students not to take
admissions in EIILM University and Jodhpur National University.
The UGC has also informed that necessary protection is provided to students
enrolled in Universities. The UGC has also directed Universities from time to time to
follow rules/ regulations and circulars/ instructions/ notices, etc. of UGC.
