Question : Construction of Outer Bunds

(a) the ratio between Union and State Government regarding share for incurring expenditure under Kuttanad package along with funds released for the purpose so far;
(b) whether the construction of outer bunds under Kuttanad package has been completed on various locations; and
(c) if so, the details thereof and the total amount of money spent on each such construction?

(a) The Kuttanad Package costing Rs. 1,840 crore was approved by the Central Government on 24th July, 2008 based on the Study Report of the MS Swaminathan Research Foundation, Chennai to mitigate ecological decay and economic distress prevailing in the Kuttanad region covering the districts of Alappuzha, Kottayam & Pathanamthitta. The funding for the identified tasks is under the ongoing Central Schemes and the ratio of share between the Union and State Government is in accordance with the funding pattern of the concerned schemes.
Projects worth Rs. 2997.077 crore have been submitted to the Central Government under several ongoing Central Schemes. An amount of Rs. 1268.13 crore has been sanctioned by the Central Government upto May, 2016 for implementation of various programmes and activities. Out of the sanctioned amount, Rs. 763.44 crore has been released and Rs. 747.42 crore has been utilized.

(b) & (c) Out of the 4 approved schemes for construction of Outer Bunds under Kuttanad Package, one scheme (code: Kel-2) has been completed. Details of these four schemes, the Central Assistance released, status of Physical progress of construction of embankment (as on 31.12.2015), and total amount of money spent (as on 31.03.2016) are given at Annexure-I.
