Question : Jal Jeevan Mission - Urban

(a) the details of progress of Jal Jeevan Mission -Urban especially in Jaunpur district, Uttar Pradesh with respect to rejuvenation of water bodies and recycling of used water;

(b) whether Pey Jal Survekshan has been carried out in Jaunpur;

(c) if so, the details thereof and if not, the reasons therefor;

(d) whether Geographic Information System (GIS)
based master plans have been prepared for the city; and

(e) if so, the details thereof and if not, the reasons therefor?

(a): In order to provide piped water supply to all urban households and universal coverage of sewerage/ septage management in 500 Atal Mission for Rejuvenation and Urban Transformation (AMRUT) cities, Jal Jeevan Mission (Urban) was proposed by this Ministry to Expenditure Finance Committee, Ministry of Finance. The scheme was approved by the Cabinet as Atal Mission for Rejuvenation and Urban Transformation (AMRUT) 2.0. Rejuvenation of water bodies is one of the admissible elements of projects under AMRUT 2.0. Further, recycling of treated used water to meet at least 20% of total city water demand and 40% of industrial water demand at State level is one of the reforms under the Mission.

Under AMRUT 2.0, presently, Urban Local Bodies(ULBs)/ Para-statals are in the process of uploading City Water Balance Plans (CWBPs) and City Water Action Plans (CWAPs) online. Jaunpur is an AMRUT city in Uttar Pradesh and has uploaded the CWBP under AMRUT 2.0.

City Water Action Plan comprises the projects proposed by ULB/ para-statal which will be aggregated as State Water Action Plan (SWAP) and will be submitted in three tranches to Apex Committee under AMRUT 2.0 for approval.

(b) and (c): Pey Jal Survekshan in cities under AMRUT 2.0 is a challenge process to assess the compliance of service level benchmarks with respect to quality, quantity and coverage of water supply in the city. This will also assess the steps taken in reduction of Non Revenue Water through water clusters, rejuvenation of water bodies and skill development. In its first phase Pey Jal Survekshan will cover 500 cities selected under AMRUT including Jaunpur. The tender to select the survey agency for conducing ‘Pey Jal Survekshan’ has been rolled out on 15.01.2022.

(d) and (e): Jaunpur City, Uttar Pradesh is covered under the ‘Sub-Scheme on Geographic Information System (GIS) based Master Plans for AMRUT Cities’. The Sub-Scheme has three major components viz., (i) Geo-database creation (ii) Master Plan formulation and (iii) Capacity Building.
As per latest report submitted by Govt. of Uttar Pradesh, final geo-data base map has been created for Jaunpur City and draft Master Plan has also been formulated.
