Question : Ghost Teachers in Colleges

(a) whether the Government is aware that certain teachers in technical institutes including
engineering colleges use proxy methods and teach at multiple places outside their institutes and
colleges full time;
(b) if so, the details thereof;
(c) whether the Government has identified such ghost teachers in various colleges and institutions
across the country after the introduction of Aadhaar and if so, the details thereof;
(d) whether the Government has taken any action against such teachers and if so, the details
thereof;
(e) whether the teachers from Central universities also have been found to be involved in such
malpractices and if so, the details thereof; and
(f) the other steps taken by the Government to prevent such malpractices in future?

(a) to (d): Yes, Madam. Some cases of teachers using proxy methods to teach at multiple
technical institutions were reported to the Government. To prohibit this practice and know the exact
faculty number of the institutes, the All India Council for Technical Education (AICTE) has made
the linking of Aadhar and PAN Card details of Faculty mandatory in the AICTE approved technical
institutes. As a result, the number of faculty reported by colleges has reduced from 716,672 to
670,888. Apart from this, the Ministry has started the Gurujan portal to work as the comprehensive
database of all the teachers in the Country. In this, the Aadhar number is being collected, based on
which too, some discrepancies have been found. These are being verified by referring the same to
the institution concerned.
(e) & (f): No, Madam. No such incidence has come to the notice of University Grants Commission
(UGC). All the Central Universities in the country are the autonomous institutions and are governed
by their own statutes. It is the duty of the Vice Chancellors of Central Universities to prevent such
malpractices and to take administrative decisions thereon.
