(a) to (c) While the Universities, which are established by an
Act of Parliament or State legislature, have academic autonomy
to introduce courses under the relevant statutes/rules and with
the approval of statutory bodies, the Government has advised
University Grants Commission (UGC) to extend support to Central
Universities and at least one State university in each State to
have a Department of Disabilities Studies, which should address
all issues relating to persons with disabilitiesâspecially
human rights, rehabilitation, education etc.
