Question : Export of Textiles

(a) whether the Government has explored new markets in past two years to increase exports of textiles and if so, the details thereof and the steps taken by the Government in this regard; and

(b) whether the Government has planned to open handloom emporiums in different countries in PPP mode to promote its export and if so, the details thereof?

(a): Yes Madam, Government has enabled the textile sector to explore new emerging markets in Latin America, Middle East, West Asia and North Africa (WANA), Commonwealth of Independent States (CIS) and Africa to increase export for textiles through the following initiatives:-

(i) Introduction of Merchandise Export from India Scheme (MEIS) under new Foreign Trade Policy 2015-20.
(ii) Expanding the scope of Merchandise Export from India Scheme (MEIS) since 29.10.2015 to 110 new tariff lines and increase rates or country coverage or both for 2228 existing tariff lines.
(iii) Restoring Interest rate subvention for pre and post shipment credit for the textile sector,
(iv) Increased Duty Drawback rates for some textile articles.
(v) Market Access Initiative (MAI) Scheme.
(vi) Market Development Assistance (MDA) Scheme.
(vii) Duty Free import of trimmings, embellishments and other specified item under Export Performance Certificate Entitlement Scheme.

(b): At present Government has no plan to open handloom emporia in PPP mode.
