Question : ESI Hospitals

(a)the total number of hospitals and dispensaries running under the Employees State Insurance Corporation (ESIC) in the country along with the total number of workers covered thereunder, State/UT-wise;
(b)whether the ESlC/Government proposes to upgrade or set up new
hospitals/Super Speciality Hospitals in various parts of the country and if so, the details thereof along with the locations identified and funds allocated for the purpose, location and State/UT-wise;
(c)whether there is a shortage of doctors, including specialists/super
specialists, medical and para-medical staff in the hospitals running under ESIC in various States and if so, the details thereof, State/UT-wise; and
(d)the total number of posts sanctioned, in position and existing vacancies of the said categories in these hospitals, State/UT-wise and the reasons for shortfall and the steps taken to fill up the vacancies?

(a): The Employees’ State Insurance Corporation (ESIC) is running 42 ESIC Hospitals and 44 dispensaries in the country. Detail of such hospitals and dispensaries is placed at Annexure-I and Annexure-II. State-wise number of employees as on 31.03.2017 is placed at Annexure-III.

(b): Yes, Madam. ESIC has taken in principle decision to upgrade few existing Hospitals and set up new hospitals in various parts of the country. Detail of such hospitals along with fund allocation position is as per Annexure-IV.

(c) & (d): Details of number of posts sanctioned, in-position and existing vacancies, State/UT-wise, is at Annexure-V. Major reasons for shortfall of doctors / specialists are:

1. There is general shortage of doctors particularly in specialists cadre in the country.
2. Doctors leave the job for better opportunity outside ESI Corporation or for pursuing higher studies.
3. Delay in recruitment process.

ESIC has taken steps taken to fill up vacant posts such as:

(a) 40% of the sanctioned posts under the General Duty Medical Officer(GDMO) sub cadre in ESI Corporation hospitals are being filled with Senior Residents by Medical Superintendents at local level.
(b) In addition, 10 Senior Residents posts per 100 beds have also been sanctioned over and above the sanctioned post of GDMOs. These are also filled by Medical Superintendents locally.
(c) The Medical Superintendents have been authorized to recruit super specialists and specialists on contract basis till the regular incumbents become available.
(d) Medical Superintendents of ESI Corporation hospitals are also authorized to engage, under certain situations, retired Nursing and Para-Medical staff or to hire such personnel through agencies on short term basis.
(e) Process for recruitment of GDMOs and Specialists is completed and offer of appointments have been / are being sent, State-wise.
(f) Examinations for recruitment of Nursing & Para-Medical cadre have been completed.
