Question : Restrucuring of Universities

(a) whether the Government has any proposal as per the draft National Education Policy (NEP),
2016 that no university shall now be allowed to affiliate more than one hundred colleges;
(b) if so, the details thereof;
(c) whether those universities which have affiliated more than hundred colleges are proposed to be
restructured and if so, the details thereof and the objectives behind the same; and
(d) whether the Government has received representations and suggestions to reconsider the said
proposal and if so, the details thereof and the reaction of the Government thereto?

(a) to (d): The MHRD’s 5-member Committee for Evolution of the New Education Policy with
Shri T.S.R. Subramanian, former Cabinet Secretary as its Chairman, has in its Report
recommended that no university should have more than 100 affiliated colleges, and the
universities which have more than 100 affiliated colleges should be split for achieving better
academic oversight and management efficiency.
Based on the report of the Committee and the recommendations from various consultations as
well as other suggestions received, ‘Some Inputs for the Draft National Education Policy, 2016’
have been formulated wherein it has been recommended that the existing affiliating system will
continue but with a maximum limit of 100 on the number of affiliating colleges. Universities
having more than 100 affiliated colleges under its ambit will be accordingly restructured. The
Ministry has already written to the relevant Government of India Ministries and to State
Governments inviting comments/views/suggestions on the Draft NEP by 31st July, 2016.
