Question : Performance Based Incentives

(a) whether any request from the Minister of Panchayati Raj has been received in the Ministry for release of performance-based incentive to the tune of Rs. 254.74 crores to the State of Telangana;

(b) whether it is true that the Minister has requested to release first trench of funds under Rashtriya Gram Swaraj Abhiyan(RGSA) to Telangana to the tune of Rs. 52.55 crores; and

(c) if so, the details of the action taken by the Government and the time by when the Government is going to release the same?

(a) Yes, Sir. The letter dated 05.08.2019 from Hon’ble Minister of Panchayati Raj, Rural Development and Rural Water Supply, Telangana was received for release of Fourteenth Finance Commission (FFC) Performance Grants for the financial year 2017-18 and 2018-19 of Rs. 119.28 crores and Rs. 135.46 crores respectively.

(b) Hon’ble Minister of Panchayati Raj, Rural Development and Rural Water Supply, Government of Telangana vide DO letter dated 23.06.2021 had requested to release a total of Rs. 72.86 crore for financial year 2020-21.
(c) Fourteenth Finance Commission Performance Grants for 2017-18 of Rs. 119.28 crores has been released to the State on 14.8.2019. Ministry of Panchayati Raj had recommended to Ministry of Finance for release of FFC Performance Grants for 2018-19 of Rs. 135.46 crores on 31.12.2019.
Ministry of Finance has informed that the Fourteenth Finance Commission award period (2015-20) is over. As such, the grants as recommended by Fifteenth Finance Commission are now being released.
Under the scheme of Rashtriya Gram Swaraj Abhiyan funds to the tune of Rs. 12 cr. was released to the State of Telangana during the financial 2020-21. During the current financial year, Annual Action Plan of Rs. 272.34 crore has been approved to the State of Telangana under the scheme of Rashtriya Gram Swaraj Abhiyan. Funds are released to States on the basis of approved plans, submission of requisite documents viz. Utilization Certificate, Auditor’s Report etc and compliance of other directions as and when issued by Government of India.
No grant has been released to the State during the financial year 2021-22 so far because State is yet to comply the instructions of Ministry of Finance letter dated 23.03.2021 on the following points:
(i) Mapping of State Nodal Account (SNA) and Implementing Agencies (IAs) till the last level of transfer of fund.
(ii) 100% deposit of the amount balance from IAs to SNA.
