Question : Performance of Schemes

Will the Minister of MINORITY AFFAIRS be pleased to state:

(a) the year-wise details of the schemes launched by the Government under the Ministry of Minority Affairs since the year 2014 till date alongwith the details of the targets set and the achievements made under each of the said schemes;
(b) the State-wise details of the proposals received from various States alongwith the proposals approved by the Union Government under the schemes sponsored by the Ministry of Minority Affairs;
(c) the scheme-wise and State-wise details of the funds allocated and utilized for implementation of various schemes of this Ministry during each of the last four years and the current year;
(d) whether the Government has set any time-limit for completing the pending schemes and if so, the details thereof;
(e) whether the Government has any mechanism to monitor the funds allocated to the States/organizations achieving the said purposes and if so, the details thereof; and
(f) the action taken against the Non Governmental Organizations (NGOs) found guilty in this regard?

(a) to (c): Government of India is implementing various schemes for socio-economic and educational empowerment of the six (6) centrally notified minority communities namely, Muslims, Christians, Sikhs, Buddhists, Parsis and Jains. This Ministry has initiated the following welfare schemes for minorities during the last five years:-
(1) Nai Manzil – A scheme for formal school education & skilling of school dropouts has been initiated in the year 2016-17. Since inception, Rs. 210.75 Crore has been released for 1 lakh youth under the programme.
(2) USTTAD (Upgrading the Skills and Training in Traditional Arts/Crafts for Development) Scheme. Hunar Haat is also being organised under this Scheme from 2016-17 to further promote traditional crafts/arts, employment generation and strengthen their market linkages. Till date 11 Hunar Haats have been organized and 1059 artisans covered for training since inception.
(3) Hamari Dharohar – Implementation of this scheme is done to preserve rich heritage of minority communities under the overall concept of Indian Culture.
(4) The Multi-sectoral Development Programme (MsDP) has been restructured and implemented as Pradhan Mantri Jan Vikas Karyakram (PMJVK) in the remaining period of 14th Finance Commission. Under the restructured PMJVK, the area covered has been extended by adding 109 Minority Concentration District Headquarters (MCD Hqr) for the first time, increasing the number of Minority Concentration Blocks (MCB) from 710 to 870 and Minority Concentration Towns (MCT) from 66 to 321. New states/UTs namely, Goa, Puducherry, Tamil Nadu, Nagaland and Himachal Pradesh have been included under the programme. Overall, the number of Districts covered under the restructured PMJVK is around 308 as compared to 196 Districts under the MsDP programme in the 12th Plan period.
(5) The pre-matric, post-matric and merit-cum-means based scholarship schemes have been restructured for implementation through the National Scholarship Portal (NSP) and to provide for disbursement of scholarship through Direct Benefit Transfer (DBT). In last 4 years and current year, 277.28 lakh scholarships have been disbursed amounting to Rs. 7387.86 crores.
(6) Seekho Aur Kamao, a placement linked skill development scheme for minorities has been launched during 2013-14. The scheme aims at upgrading the skills of minority youth in various model/traditional skills depending upon their qualification, present economic trends and market potential which can earn them a suitable employment or make them skilled to go for self-employment. Under the scheme 4.47 lakh persons have been sanctioned/allocated and an amount of Rs. 693.90 crore has been spent since 2014-15.
(7) Under the Begum Hazrat Mahal National Scholarship for Meritorious Girls, implemented by Maulana Azad Education Foundation, scholarship is also being given to girls studying in class IX and X, besides girls studying in class XI and XII. Since 2014-15, Rs. 216.32crore has been disbursed as scholarship to 2.41 lakh girl students.
(8) Gharib Nawaz Skill Development Training for Minorities – A scheme to provide short-term job oriented skill development courses to youths belonging to the 06 centrally notified minority communities, namely, Muslims, Christians, Sikhs, Buddhists, Parsis and Jains {implemented through Maulana Azad Education Foundation (MAEF)}. Since inception, an amount of Rs. 400 crore has been allocated under the scheme.
(9) Bridge Course for madarsa students & school dropouts by Aligarh Muslim University, Aligarh and Jamia Millia Islamia, New Delhi under Nai Manzil scheme(implemented through MAEF).
(10) Swachh Vidyalaya (implemented through MAEF). Since inception an amount of Rs. 20 crore has been allotted under the scheme.

The details of the schemes and funds allocated, released, funds utilized, target set and achieved wherever applicable, at serial No. (1) to (6) are available on the website of this Ministry (www.minorityaffairs.gov.in) and those at serial No.(7) to (10) are available on the website of MAEF (www.maef.nic.in).

(d) There are no pending schemes of the Ministry. However the projects sanctioned under the Multi sectoral Development Programme (MsDP)/Pradhan Mantri Jan Vikas Karyakram (PMJVK) are under various stages of implementation in the identified Minorities Concentrated Areas of the States. As per the PMJVK guidelines, projects are required to be completed within a stipulated time by meeting the time lines. The construction process of the asset is required to be initiated within one year from the date of approval failing which, approval for the projects may be withdrawn by the Ministry. However, the pace of construction of assets under PMJVK varies from state to state depending upon various factors like availability of land, timely selection of construction agencies and other unforeseen reasons.

(e) & (f) There is an inbuilt mechanism in all scheme guidelines for proper implementation, third party evaluation and monitoring by the Central Ministries/Departments. The State Governments/UTs also monitor implementation of these schemes through State/District Level Committees. The schemes are evaluated from time to time by the Ministry. The details of monitoring mechanism available under the schemes implemented by the Ministry are available in the website of this Ministry www.minorityaffairs.gov.in. So far no organization has been found guilty in this regard.
