(a) whether the Government has made ample arrangements to keep the seeds and
fertilizer ready for Rabi crop season and if so, the details thereof;
(b) whether any direction has been issued for speedy disbursal of farm loans; and
(c) if so, the details thereof?

(a): Yes, Madam. The availability of certified/quality seeds in the country for Rabi 2017-18 crop season is 243.14 lakh quintals which are sufficient against the requirement of 216.68 lakh quintals as reported by the States. The crop wise details are in Annexure-I.
The arrangements are being taken by the Government for making fertilizers available to the farmers for Rabi crop season are as follows:
(i) Before the commencement of each cropping season, Department of Agriculture, Cooperation and Farmers welfare (DAC&FW), in consultation with all the State Governments, assesses the requirement of fertilizers. After assessment of requirement, DAC&FW projects month-wise requirement of fertilizers.
(ii) On the basis of month-wise & state-wise projection given by DAC&FW, Department of Fertilizers allocates sufficiently/adequate quantities of fertilizers to States by issuing monthly supply plan and continuously monitors the availability.
Thus, Department of Fertilizers ensures adequate availability of fertilizers to the farmers. The availability of fertilizers is adequate in the country.
(b) & (c): Yes, Madam. RBI vide its Master Direction No.FIDD.CO.Plan. 1/04.09.01/ 2016-17 dated 07 July 2016 has instructed Banks to follow the steps for ensuring speedy disbursals to farm loans as detailed in Annexure-II.
