(a) & (b) Panchayat is a State subject and providing a separate building for each Gram Panchayat (GP) is primarily the responsibility of concerned State Government. However, under the erstwhile scheme of Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA), financial assistance was provided to the States for construction of GP Bhawans as proposed by the respective States in their annual plans. From 2015-16, the component of Panchayat Bhawans was discontinued for states. Details of number of Panchayat Bhawans constructed across the country, State/ UT-wise under the scheme of RGPSA are at Annexure-I. Details of the funds sanctioned for building under RGPSA across the country and told fund released for different activities including for Panchayat Bhawans during last three years, State/ UT-wise including Maharashtra are given at Annexure-II.
(c) & (d) The complaints related to Panchayats Bhawan fall within the purview of the concerned State Government, the same are addressed by them as per their respective procedures. In case a complaint on the subject is received by the Ministry, it is sent to the concerned State Government for examination and remedial action. Since issues related to Panchayati Raj Institutions are a State subject, the Ministry does not maintain details regarding complaints.
