Question : PROBLEM OF FLOOD



(a) the measures being taken by the Government to tackle the problem of flood in Bihar where floods occur as a result of release of water by our neighbouring country Nepal;

(b) whether the Government are considering any project for flood control in association with the Government of Nepal;

(c) if so, the details thereof; and

(d) the efforts being made by the Government to save the districts bordering Nepal from floods?

(a)to(d): As per information received from the Ministry of Water Resources, the following steps have been taken by the Central Government to assist the State Government to tackle the problems arising out of frequent floods in Bihar.

1. Ganga Flood Control Commission which was set up by the Central Government in 1972 has so far prepared Master Plans for flood control for 23 Sub-basins. These plans have been handed over to State Government for implementation.

2. His Mejesty`s Government of Nepal has been moved to provide storage reservoirs on Kosi, Bagmati, Kamla Balan rivers in Nepal.

3. Understanding has been reached with His Mejesty`s Government for extension of Flood embankments on Lalkelya, Kamla, Bagmati and Khando from North Bihar into Nepalese territory.

4. Setting up of Hyderometeorological Stations under the service `Flood Forecasting and Warning Systems on rivers common to India and Nepal has also been taken up.

5. Inter-country consultation for suitable projects on Mahakali and Kosi rivers are at an advanced stage of planning.

6. Mechanism of a Standing Committee exists to deal with the problems of inundation on the Indo-Nepal border to take timely action.
