Question : WORKMEN S INSPECTORS IN COLLIERIES OF BCCL



(a) whether Workmen`s Inspectors are functioning in all the collieries of the Bharat Coking Coal Limited (BCCL);

(b) if so, the details thereof;

(c) the number of recommendations made by them in regard to mine safety alongwith details of the last three years;

(d) whether those recommendations have been implemented;

(e) if so, the details thereof;

(f) whether there are complaints that those Workmen`s Inspectors are not performing their duty properly;

(g) if so, the details thereof;

(h) whether cases have been reported wherein accidents have taken place due to delay in implementing the recommendations of the Workmen`s Inspectors;

(i) if so, the details thereof; and

(J) the action taken by the Government against the persons found guilty in non-implementation of recommendations?

THE MINISTER OF STATE IN THE MINISTRY OF COAL (SHRI PRAHLAD SINGH PATEL) :

(a) Yes, Sir.

(b) and (c) As per information furnished by Coal India Limited, at least three Workmen`s Inspectors, one each for mining, electrical and mechanical installations are appointed in every mine wherein 500 or more persons are ordinary employed. Each Workmen`s Inspector carries out inspections twice every week. In the course of each inspection each Workman`s Inspector makes number of recommendations with regard to mine safety. The details of the recommendations relate to inspections of shafts,inclines, mine roadways, workplaces, mine environment and equipments etc.

(d) and (e) The record of inspection and action taken to rectify the contravention are discussed in safety meetings in the colliery. The Manager of the colliery in turn issues necessary instruction for rectification/implementation.

(f) No such case has come to the notice of BCCL.

(g) to (j) Questions do not arise.
