Question : Shortage of Veterinary Services

whether the Government has taken note of inadequate healthcare facilities of animals in existing veterinary hospitals and dispensaries;
(b) if so, whether there is a shortage of veterinary doctors and para-veterinarians in the country;
(c) ) if so, the details thereof and the reasons for the same;
(d) the action taken by the Government to upgrade the existing veterinary institutions and to augment healthcare paraphernalia, improve the quality of healthcare services in existing veterinary hospitals and to meet the sanctioned requirement of veterinary doctors;
(e) the number of veterinary hospitals, dispensaries and veterinary aid centres as well as the sanctioned and actual strength of veterinaries in the country, state-wise; and
(f) the details of the grants-in-aid provided by the Government for setting up of and upgradation of veterinary institutions during the last three years?

(a) to (c ) : Veterinary Services are provided by respective State Government/ Union Territory (UT)including deployment of veterinary manpower as per their requirement at Veterinary Hospitals/ Veterinary Dispensaries etc. As against the estimated requirement of 67200 veterinary doctors in the country, there are 65712 registered veterinary practitioners as on 31.03.2014 as per the entries made in the Indian Veterinary Practitioners Register (IVPR) maintained by Veterinary Council of India.
(d) to (f)Veterinary hospitals/ polyclinics and dispensaries, etc. are set up by the States/ Union Territory Governments depending upon the livestock population in a particular area and availability of resources. However, in order to address the need to set up new veterinary hospitals/ dispensaries by the States and to strengthen/ equip the existing ones for delivery of veterinary services, the Department is providing financial assistance under the component ‘Establishment and Strengthening of existing Veterinary Hospitals & Dispensaries (ESVHD)’ as part of Centrally Sponsored Scheme ‘Livestock Health & Disease Control (LH&DC)’ since August, 2010 as per the approved cost norms of the scheme. Details of State/UT-wise number of veterinary hospitals/dispensaries and veterinary aid centres as per the information available with this Department is enclosed as Annexure I.However, this Department does not maintain State/UT-wise details of sanctioned and actual strength of veterinarians in the country.Details of Grant-in-aid provided under Establishment and Strengthening of existing Veterinary Hospitals & Dispensaries (ESVHD) during last three years is given at Annexure II.
