Question : Development of Industries

(a) whether the Government implements schemes/programmes for the development and setting up of industries in the country;

(b) if so, the details of such schemes/programmes indicating the number of proposals received and approved and the funds allocated/released and utilized thereunder during each of the last three years and the current year, State/UT and scheme-wise;

(c) whether the Government proposes to implement any new industrial sector development scheme in collaboration with the States and if so, the details thereof;

(d) the details of industrial areas developed during the said period indicating the area of cultivable land utilised to develop such areas along with their contribution to the country''s economy;

(e) whether the Government has taken note of industrial backwardness in the country and identified industrially backward States/region in the country and if so, the details thereof; and

(f) the further measures taken by the Government for speedy development of industries in the country, particularly in industrially backward States/region?

(a): Yes, Madam.

(b): The information is being collected and will be laid on the Table of the House.

(c) & (d): The Government is developing industrial townships under the Delhi Mumbai Industrial Corridor (DMIC) Projects. The following four industrial townships:

1) Ahmedabad-Dholera Special Investment Region(SIR), Gujarat
2) Shendra-Bidkin Industrial Park, Maharashtra

3) Integrated Industrial Township ‘Vikram Udyogpuri’ near Ujjain, Madhya Pradesh and
4) Integrated Industrial Township Greater Noida Limited

are moving towards implementation and are expected to be set up by the end of 2019. An amount of Rs.2572.99 crore has been allocated for implementation of these townships as on 30.6.2015.

As per the information received from the DMIC Development Corporation, 40% of the land in Dholera SIR is agriculture fallow land and 7.5% land is agriculture crop land. The project is at the development stage.

(e): Yes, the Government has taken note of industrial backwardness in hilly, remote and inaccessible areas of the country. States of NER, Himachal Pradesh, Jammu & Kashmir, Uttarakhand, Darjeeling District of West Bengal, Andaman & Nicobar and Lakshadweep Islands are lagging far behind in industrial development. The industrial backwardness of these regions is attributable to factors such as topographical / locational disadvantage, inadequate infrastructural support, difficulties in transfer of land ownership, absence of dedicated power supply, unavailability of raw materials, shortage of technical and skilled manpower to run the industry, absence of cheap labour etc.

(f) No further measures are contemplated for speedier development of the backward regions except administering the Schemes as mentioned above. The present package extended to the backward areas is already a tapered one intended only to consolidate the gains of erstwhile package.
