Question : Water Supply from Bhakra Main Line

(a) whether Bhakra main line was built with the object to augment the water flux to Sutlej river, if so, the details thereof;

(b) whether the concerned States were to be provided Ravi-Beas water through Bhakra main line, if so, the details thereof;

(c) the quantity of water being supplied to Rajasthan from this line;

(d) whether the said quantity is in accordance with the agreement signed between the concerned States, if so, the details thereof and if not, the reasons therefor; and

(e) the action taken/to be taken by the Government to tackle the situation and provide due share of water to all the concerned States including the present status of the matter?

(a) No, Madam. Bhakra Main Line (BML) was constructed to deliver Sutlej water to Punjab (undivided) and Rajasthan as per Bhakra Nangal Agreement of 13th January, 1959.

(b) There was no provision for Ravi-Beas water to be carried through BML, when the Bhakra-Nangal Project was conceived. However, after completion of Beas Sutlej Link Project, as the waters of river Beas were transferred to Sutlej and were also available in Bhakra reservoir, the Chief Ministers of Punjab, Haryana and Rajasthan reached an agreement on 31st December, 1981 regarding allocation of surplus flows of rivers Ravi and Beas over and above the pre-partition use. Subsequently, Government of India vide order dated 15.01.1982, fixed 0.17 MAF of Ravi-Beas water to be provided through BML for Rajasthan, once BML is restored to its original capacity of 12,500 Cusecs.

(c) The quantity of water supplied to Rajasthan via Haryana since year 2011-12, is placed as Annexure.

(d) No, Madam. Due to non-implementation of agreement of 1981 and non-completion of SYL Project, the delivery at Head BML is restricted. However releases are being made as per requirement/share of the partner States deliberated in the Technical Committee Meeting(s) as per availability in reservoirs.

(e) The matters related to construction of SYL Canal and delivery of 0.17 MAF of Ravi-Beas waters to Rajasthan Ex-Nangal via BML are subjudice in the Hon’ble Supreme Court.
