(a) to (c): The pay scales and allowances of the employees of the Central Government, State
Governments and Public Sector Banks are determined independently of one another. While the
pay scales and allowances of Central Government employees are determined on the basis of the
recommendations of the Central Pay Commissions, those in case of the employees of Public
Sector Banks are determined through bipartite settlements between the management and
Associations/ Unions. The question of pay scales and allowances of State Government employees
falls exclusively within the domain of the respective State Governments. As such, there is no
question of inter-se anomaly in the matter of salaries of these three different classes of
employees.
