Question : Development of Police Headquarters

(a) whether the Government has allocated funds for the development of state-of-the-art technology in State police headquarters and important headquarter''s/offices of police departments;

(b) if so, the details thereof;

(c) whether the Government has taken any steps for deployment and use of stateof-the-art technological gadgets, wireless tools, security and surveillance to improve the efficiency of policing in the country; and

(d) if so, the details and the funds provided during each of the last three years and the current year, State-wise?

(a) to (d): The focus of Modernisation of Police Force (MPF) scheme is to strengthen the police infrastructure. Some of the major items of police infrastructure covered under the scheme are police building, police housing under Plan and mobility, weapons, equipment for training, computerization, forensic science and Mega City Policing (MCP) under Non-Plan. The provision for Plan component under MPF Scheme was started only in 2013-14. As on date, no fund has been provided under Plan component of MPF Scheme during 2015-16. However, there is a Non-Plan allocation of Rs.595.00 crore under the 2015-16 budget for mobility, equipment, weapons etc., for State Police under MPF Scheme.

Funds are provided to State Governments for procurement of these items including technological gadgets, wireless tools, security and surveillance equipments as per the Annual Action Plan prepared by the State Governments which are approved by the High Powered Committee in Ministry of Home Affairs. However, there is no separate fund allocated for the development of state-of-the-art technology in State police headquarters and important headquarters offices of police departments. The details and the funds provided during each of the last three years and the current year, State-wise are given in the Annexure.

Police and Public Order fall under the category of subjects within the domain of the State as per Seventh Schedule of the Constitution of India. Although the Central Government has been supplementing the State Governments through the aforementioned Scheme, the primary responsibility for modernizing the State Police Head Quarters in the respective States lies with the State Governments.
