Question : ASSISTANCE UNDER IAY



(a) the per unit Central subsidy admissible to beneficiaries under the Indira AwaasYojana (IAY);

(b) whether the admissible Central subsidy is applicable to all States/UTs uniformly, if so, the details thereof and if not, the reasons therefor;

(c) whether the Government intends to increase the Central share of subsidy for the beneficiaries of the IAY and if so, the details thereof; and

(d) if not, the reasons therefor?

(a),(b),(c) and (d) : The Ministry of Rural Development is implementing Indira Awaas Yojana (IAY), a flagship scheme throughout the country except Delhi and Chandigarh under which financial assistance of Rs.70,000/- in plain areas and Rs. 75,000/- in hilly/difficult areas, is provided to the rural BPL households for construction of a dwelling unit. The scheme is implemented on sharing basis between Centre and State in the ratio of 75:25, 90:10 in case of NE States and 100% for 00200 UTs. In addition, the scheme has provision for upgradation of kuchha houses with the assistance of Rs. 15,000/- per unit. The scheme also has a component for purchase of homestead sites for which assistance of Rs. 20,000/- per unit is provided and that is shared by Centre and State in the ratio of 50:50.

According to announcement made in the budget for 2015-16, on account of enhanced resources made available to states some programmes including IAY will be run with a changedsharing pattern. However, a decision on the sharing ratio has not been finalized yet.
