THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF SMALL SCALE INDUSTRIES AND AGRO AND RURAL INDUSTRIES (SMT. VASUNDHARA RAJE)
(a): Besides the ongoing programmes/schemes implemented by Small Industries Development Organisation (SIDO), National Small Industries Corporation (NSIC), Small Industries Development Bank of India (SIDBI), Khadi and Village Industries Commission (KVIC) etc. for promotion of SSI Sector in the country, the Government of India has formulated an action plan in the form of `Mission for Millennium` for overall development and promotion of small scale, tiny and village industries in the country. The salient features of the Mission are: revamping the infrastructural facilities, improving credit and technology facilities, promoting marketing and reducing sickness in industries etc. The Central Government provides support and supplements the efforts of the State Governments to promote the small scale sector and the schemes/programmes formulated are uniformly applicable to the entire country. In the State of Rajasthan, there is one Small Industries Service Institute (SISI), one Field Testing Station (FTS) at Jaipur and one Hand Tools Design and Development Training Centre, Nagaur. The SISI provides the Entrepreneurship/Managerial/Skill development training, consultancy, project profiles, extension services and common facilities to the Small Scale Entrepreneurs. Under the Prime Minister`s Rozgar Yojana, unemployed educated youth are provided opportunities for self-employment including setting up micro-enterprises. The Integrated Infrastructural Development Scheme aims at creation of necessary physical infrastructure for setting up small/tiny units. Under this Scheme, 4 centres in the Districts of Jodhpur, Udaipur, Tonk and Nagaur have been sanctioned and central grant of Rs. 4.97 crores has been released. The National Small Industries Corporation helps in supplying indigenous and imported machines on easy hire-purchase terms, assists in marketing and exports, develops protrotype of machines and imparts trainings. Khadi and Village Industries Commission plans, promotes, organises and assists in implementation of various programmes for the development of Khadi and Villages Industries, viz., Rural Employment Generation Programme, Margin Money Scheme, etc.
(b) & (c): During the years 1997-98, 1998-99 and 1999-2000, the Ministry of SSI & ARI incurred an expenditure of Rs. 735.10, Rs. 708.30 and Rs. 640.00 crores (provisional) respectively for the development and promotion of Small & Cottage Industries in the country. An amount of Rs. 1052.13 crores has been provided for in the current budget (2000-2001) for the Small Scale, Agro and Rural Industries development. The funds are allocated Scheme/Programme-wise and not State-wise.
