Question : Funding Pattern for Modernisation of Police Force

(a) whether the Government is aware that due to change of funding pattern between the Centre and State from 75% & 25% to 60% & 40% respectively towards the scheme of Modernisation of Police in the States, the scheme has been adversely affected;

(b) if so, whether the Government is considering to restore the earlier funding pattern of 75% & 25% between the Centre and State as per the request of the State Governments; and

(c) if so, the time by which restoration of funding pattern is likely to be implemented?

(a): Police and Public Order fall under the category of subjects within the domain of the State as per Seventh Schedule of the Constitution of India. Although the Central Government has been supplementing the State Governments through the Modernisation of State Police Forces Scheme, the primary responsibility for modernizing the Police Force and maintaining law and order in the respective States lies with the State Government. Therefore, it can not be said that the present funding pattern has adversely affected the Scheme.
