Question : MILLENNIUM DEVELOPMENT GOALS



(a) whether it is true that UN report on India and the Millennium Development Goals (MDGs) have specified that India should focus on the social sector issues as an urgency;

(b) if so, the details thereof;

(c) the details of India`s progress in meeting the various targets set under the MDGs which are due to end in 2015;

(d) whether international deliberations on post 2015 development framework have commenced; and

(e) if so, the details thereof along with India`s contribution in setting Sustainable Development Goals (SDGs)?

(a) &(b) The UN report titled India and the Millennium Development Goals has mentioned that India has not been spending enough on human development, resulting in generally poorer outcomes in such areas as health, nutrition, quality of education (including skills development), and sanitation and hygiene, compared to developing Asia as a whole and particularly compared to East Asia. The report also mentions that non- availability of basic infrastructure, such as surfaced roads and electricity in some areas is slowing down the achievement of MDG targets. This is an issue that needs to be urgently addressed by the Government, both at the Centre and at the state level.

(c) Indias achievements in respect of Millennium Development Goals and relevant Targets thereof are detailed at Annex-1.

(d) Yes, sir. The intergovernmental negotiations (IGN) for the post-2015 Development Agenda commenced in January this year and 8 sessions of the IGN are scheduled till July 2015 to finalize the outcome document of the post-2015 Development Agenda to be adopted at a Summit at the UN from 25-27 September 2015 in New York.

(e) The negotiations on SDGs conducted by the Open Working Group (OWG) constituted by United Nations General Assembly (UNGA) concluded in July, 2014 and the proposal of the OWG recommending 17 SDGs and 169 targets has been adopted by the 68th Session of the UNGA in September, 2014. A UNGA resolution has mandated that the proposal of the OWG will be the main basis for integrating SDGs into the Post-2015 Development Agenda. The Govt. Of India has been actively taking part in the international negotiations on sustainable development Goals (SDGs).
