Question : CFRs-IFRs of Tribals

(a) whether it is true that the implementation of Community Forest Rights (CFR) is tardy, compared to the recognition of Individual Forest Rights (IFRs) under the Forest Rights Act, 2006;
(b) the number of CFR claims filed under FRA 2006 so far, State-wise including Andhra Pradesh and the number of such claims recognised;
(c) the number of IFRs claims filed so far, State-wise and the number of such claims recognised; and
(d) the details of IFRs such recognised in favour of women including single women?

Answer given by the minister

(a) The responsibility for implementing the provisions of the Forest Rights Act, 2006 lies with the State/UT Governments. As per the information received from State Governments, till 28.2.2018, 69,434 CFR claims have been recognized in the country, against a total of 1,43,149 CFR claims received while 17,83,056 IFR claims have been recognized in the country, against a total of 40,46,563 IFR claims received. CFRs and IFRs are not comparable.

(b) The detail of number of CFR claims filed under FRA, 2006 so far, State- wise including Andhra Pradesh and the numbers of such claims recognized, as per information available in the Ministry of Tribal Affairs is furnished at Annexure-I.

(c) The detail of the number of IFRs claims filed so far, State- wise and number of such claims recognized as per information available in the Ministry of Tribal Affairs is furnished at Annexure- II.

(d) As per Section 4 (4) of Forest Rights Act, 2006, IFRs conferred under Forest Right Act, 2006 shall be registered jointly in the name of both the spouses in case of married persons. Hence, the Act itself does not necessitate maintenance of gender-wise segregated data. Thus, segregated data in respect of women including single women is not maintained.
