Question : LAND ACQUISITION POLICY



(a) whether the Government proposes to initiate any programme for creating awareness among the farmers, land owners and other stakeholders regarding land acquisition act/policy and the related rules and various aspects related to it so as to safeguard their interest as well as the public interest;

(b) if so, the details thereof;

(c) whether the Government proposes to provide alternate employment to the farmers whose land has been acquired; and

(d) if so, the details thereof ?

(a) to (b): Various Information, Education and Communication (IEC) activities are undertaken by the Department from time to time to create awareness among the stakeholders about various aspects of land acquisition, Rehabilitation and Resettlement . Further, to address various issues related to land acquisition, rehabilitation & resettlement, the Department of Land Resources, Ministry of Rural Development has prepared the Land Acquisition, Rehabilitation & Resettlement Bill, 2011 after detailed deliberation and consultations, with the stakeholders. The Bill has been introduced in the Lok Sabha on 7th September,2011.

(c) to (d): The rehabilitation & resettlement benefits for the affected families in the National Rehabilitation & Resettlement Policy (NRRP), 2007, inter alia, provide that in case of a project involving land acquisition on behalf of a requiring body, the requiring body shall give preference to the affected families ? at least one person per nuclear family - in providing employment in the project, subject to the availability of vacancies and suitability of the affected person for the employment. Further, wherever necessary, the requiring body shall arrange for training of the affected persons, so as to enable such persons to take on suitable jobs.
