(a): Detailed particulars of biogas plants, including information on non-functional plants, are generally maintained at the block/district level by the State nodal departments/agencies; in the State offices of the Khadi and Village Industries Commission and at the head-quarters of non-governmental organizations concerned. A diagnostic sample study, conducted in 19 States in the year 2000- 2001 by the Programme Evaluation Organisation, Planning Commission, reported that on an all India average basis, about 81 per cent of the plants surveyed were commissioned and balance 19 per cent plants were non-functional due to incomplete construction, un-commissioning, dismantling, etc. State-wise information is given at the Annexure.
