ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND
FAMILY WELFARE
(SHRI FAGGAN SINGH KULASTE)
(a) to (d): Health is a State subject and it is the primary responsibility of the State Government to provide adequate healthcare facilities to all the people of the State including poor, helpless and pregnant women in minorities dominated areas.

However, under the National Health Mission (NHM), financial and technical support is provided to States/UTs to strengthen their healthcare systems, based on the requirements posed by the States/UTs in their Programme Implementation Plans (PIPs).
