Question : Food Processing Industries

(a) the number of food processing industries operating in Karnataka and Tamil Nadu at present;

(b) the details of items exported by these industries and the details of foreign exchange earned during the last three years and the current year, industry-wise and quantity-wise;

(c) the steps taken by the Government to provide financial assistance to these industries so that they may face competition in the international market;

(d) the details of total manufactured processed goods in the last three years;

(e) whether the Government has any idea to start a scent manufacturing project in Salem as wide range of flowers are cultivated in Salem and surrounding places; and

(f) if so, the details thereof?

(a) & (b):As per Annual Survey of Industries 2016-17 estimates, the number of Food Processing Units/factories registered and operational in Karnataka and Tamil Nadu are as follows:

The food processing units in the States are engaged in processing and exporting of fish & marine produce, fruits and vegetables, vegetables and animal oils and fats, dairy, starch & starch products, various beverages and the like. Details of export of fresh and processed foods from the ports in the States of Karnataka and Tamil Nadu is at Annexure-I.

(c) : For overall growth and development of food processing industries by ensuring robust modern infrastructure along the entire value/supply chain of food processing, the Ministry of Food Processing Industries (MoFPI) has been implementing various Central Sector Schemes under PRADHAN SAMPADA MANTRI KISAN YOJANA (PMKSY) with an allocation of Rs.6000 crore for the period up to 2019-20 co- terminus with 14th Finance Commission Cycle. PMKSY has eight components viz; (i) Mega Food Parks, (ii) Integrated Cold Chain and Value Addition Infrastructure, (iii) Infrastructure for Agro-processing Clusters, (iv) Creation of Backward and Forward Linkages (v) Creation / Expansion of Food Processing & Preservation Capacities, (vi) Food Safety and Quality Assurance Infrastructure and (vii) Human Resources and Institutions and (viii) Operation Greens. These schemes are demand-driven and implemented all across the country including in the State of Karnataka and Tamil Nadu. Under the schemes financial assistance in the form grants-in-aid is provided to farmers, entrepreneurs, organizations such as Central and State PSUs/Joint Ventures/Farmer Producer Organizations (FPOs)/NGOs/Cooperatives/SHGs/ Public and Private Companies etc. to set up food processing industries/projects/units. Financial assistance is provided to the eligible applicant as per the Scheme guidelines and against the Expression of Interest issued by the Ministry from time to time. Under PMKSY, 41 projects have been approved with a total approved grants- in-aid of Rs.290.52 crore in the State of Karnataka and 63 projects with a total grants-in-aid of Rs.272.99 crore in the State of Tamil Nadu.

Also, Agricultural and Processed Food Products Export Development Authority (APEDA) and Marine Products Development and Export Authority (MPEDA) under the Ministry of Commerce & Industry, provide financial assistance to the exporters in the country including the exporters in the States of Karnataka and Tamil Nadu for the promotion and development of APEDA and MPEDA scheduled products both fresh and processed.

(d): As per the latest available estimates under Annual Survey of Industries, the value of output of processed food products in the registered food processing units/factories in the States of Karnataka and Tamil Nadu during the years 2014-15, 2015-16 and 2016-17 are at Annexure-II.

(e) & (f): Under the PMKSY, MoFPI provides credit linked capital subsidy in the form of grants-in-aid for setting up of food processing industries/projects/units and not for any non-food industries.
