Question : EMPLOYMENT ORIENTED EDUCATION



(a) whether the Government proposes to provide employment oriented and skill based education to the students and if so, the details thereof;

(b) whether the Government has convened a meeting of Education Secretaries of the States to scale up skill development initiatives and if so, the details thereof; and

(c) the efforts of the Government to converge school education and higher education with skill development programmes?

STATEMENT REFERED TO IN REPLY TO PART (a) TO (c) OF THE LOK SABHA STARRED QUESTION NO. 251 FOR 10.12.2014 ASKED BY SHRI SUMAN BALKA AND COL. SONARAM CHOUDHARY REGARDING “EMPLOYMENT ORIENTED EDUCATION”.

(a) : The 12th Five Year Plan envisages quality and relevance of skill development as key to India’s global competitiveness as well as improving an individual’s access to decent employment. Ministry of Human Resource Development (MHRD) had issued a notification of National Vocational Education Qualification Framework (NVEQF) on 03rd September, 2012 for vocationalisation of school and higher education system and integration with the national skill development to ensure employment oriented and skill based education to the students. Accordingly, All India Council for Technical Education (AICTE) has notified AICTE Regulation 2012 (Grant of Approval for conducting Vocational Education Program, Community College courses and Skill Knowledge Providers under NVEQF). However, NVEQF has been superceded by National Skill Qualification Framework (NSQF), which has been notified by the Ministry of Finance on 27th December, 2013. MHRD is also running the following schemes/programmes through AICTE, UGC, BOAT and Polytechnic Colleges.

 
i. Apprenticeship Training. ii. Employability Enhancement Training Programme (EETP)
iii. National Employability Enhancement Mission (NEEM)
iv. Career Oriented Courses (COC)
v. Community Development through Polytechnics (CDTP)
vi. Community College Scheme


(b): MHRD has convened a meeting of Education Secretaries of the States on 6th and 7thDecember, 2014 to scale up the implementation plan of NSQF. Secretaries/representatives from different States/UTs have participated in the meeting and deliberations have been held in the various topic of implementation of NSQF, such as implementation of credit frame work, process of Assessment and Certifications, mobility of students, creation of faculty resources, curriculum development.

(c): MHRD & AICTE have launched credit framework on 11th November, 2014, which allows vertical and lateral mobility within vocational education system, is an effort to integrate skill and vocational development with mainstreaming general education. The credit framework, using the NSQF and National occupation Standards (NOS), is an exercise in recognizing skills and education as part of an integrated learning system.
