(a): The funds allocated to Ministry of Human Resource Development during the last three years and the
current year is as follows:-

(b) & (c): Allocation of fund depends upon the requirement and other factors such as absorption capacity
and availability of resources. Efforts are made to make a balance between the requirement of fund and
available resources.
(d): Section 12(1) (c) of the Right of Children to Free and Compulsory Education (RTE) Act, 2009 provides
for admission of children belonging to weaker sections and disadvantaged groups in the neighbourhood
private unaided schools in Class I or below to the extent of at least 25 percent of the strength of that class.
Section 12(2) further mandates that such schools shall be reimbursed expenditure incurred by them as per the
prescribed norms. The RTE Act, 2009 further provides monitoring of child’s rights to education and
redressal of grievances by National Commission for Protection of Child Rights (NCPCR) at central level and
by State Commissions for Protection of Child Rights (SCPCRs). The Ministry has issued guidelines on 23rd
November, 2010 to all States under Section 35 of the RTE Act, 2009 for implementation of Section 12(1)
(c). Also, there is a scheme called ‘Central Sector Interest Subsidy Scheme (CSISS)’ under which full
interest subsidy is provided during the period of moratorium on loans taken by students belonging to
Economically Weaker Sections(EWS) for pursuing any of the approved courses of studies in
technical/professional streams, from recognized institutes in the country.
