Question : Registered FPOs

(a) the number and details of Farmer Produce Organizations (FPOs) constituted/registered till date, State-wise especially in Jharkhand so far;
(b) the number of FPOs which have been provided benefits/facilities in Jharkhand along with the details of benefits/facilities/financial assistance provided, FPOwise;
(c) the details of steps being taken for development of these FPOs and creation of new FPOs, FPO-wise;
(d) the number of new FPOs targeted to be constituted in the Jharkhand; and
(e) whether the Government has achieved its targets, if so, the details thereof and if not, the reasons therefor?

(a): The State wise details of Farmer Producer Organizations(FPOs) registered through various Implementing Agencies(IAs) are at Annexure – I.
(b): National Bank for Agriculture and Rural Development (NABARD) has provided a cumulative grant assistance of Rs. 2749.49 lakh to 179 FPOs in Jharkhand.
Since 2013-14 till date under Equity Grant Scheme implemented by SFAC, 5 FPOs have availed Equity Grant, 2722 farmers have been benefitted. Under Credit Guarantee Scheme implemented by SFAC, since 2011-12 till date, 1 FPO has availed Credit Guarantee and 573 farmers have been benefitted.
The FPO management cost has been provided to 2 FPOs @ Rs. 5.53 under Mission for Integrated Development of Horticulture (MIDH) scheme and FPO Management Cost to 5 FPOs @ Rs. 3.95 Lakh under Central Sector Scheme(CSS) has been provided.
(c) to (e): The Government of India has launched the Central Sector Scheme for “Formation and Promotion of 10,000 Farmer Producer Organizations(FPOs)” in the year 2020 with the main focus on leveraging economies of scale in production and marketing with a view to enhance productivity through efficient, cost effective and sustainable resource use for ensuring sustainable income oriented farming, thus helping in reduction of cost of farm production and increase in farmers’ income.
The scheme has a total budgetary outlay of Rs.6865 Crores. Under this scheme, provision is made for professional handholding support for a period of five years to each of new FPOs formed. Provision of financial assistance to the tune of Rs.18 lakhs to each FPOs under the scheme towards management cost for 3 years has been made.
In addition to this, provision has been made for matching equity grant upto Rs. 2,000 per farmer member of FPO with a limit of Rs. 15.00 lakh per FPO and a credit guarantee facility upto Rs. 2 crore of project loan per FPO from eligible lending institutions to ensure institutional credit accessibility to FPOs. Training & skill development modules have been developed to further strengthen the FPOs. So far a total of 4965 FPOs have been allocated to implementing agencies under new FPO scheme including 128 FPOs in Jharkhand out of which 1667 FPOs have been registered in the country including 70 in the State of Jharkhand.
