Question : Grant Under Article 275(1)

(a) whether there is any provision to provide grant under Article 275(1) by the Government, if so, the details thereof;
(b) the amount provided to the Madhya Pradesh Government under the Article 275(1) by the Government of India during the last five years along with the details of districts and works for which such disbursement was made;
(c) whether any proposals have been sent by the MP Government under the head 275(1);
(d) if so, the details of the proposals sent during the last five years, district-wise;
(e) the details of the work proposal pertaining to Seoni and Balaghat Parliamentary Constituency in Balaghat district proposed by the State Government to the Union Government under the Article 275(1) during the last three years;
(f) the status of these work proposals; and
(g) if so, the details of work and funds sanctioned in this regard?

(a) & (b): Yes Sir. Under the scheme of Grants under Article 275 (1) of the Constitution of India, funds are provided to the State Governments based upon proposals received from them, duly approved by State Executive Committee and after appraisal and approval thereof by a Project Appraisal Committee (PAC) constituted in this Ministry. The amount of funds released to Madhya Pradesh under the scheme of Grants under Article 275(1) of the Constitution during the last five years is as under: -

Under the scheme of Grants under Article 275(1) of the Constitution, funds are provided for activities related to education, health, sanitation, water supply, livelihood, skill development, minor infrastructure etc. with the objective of development of Scheduled Tribes (ST). Implementation of the approved projects as per location submitted by the State Government is the responsibility of the concerned State Government. District-wise details are maintained by respective State Government(s).

(c) to (g): Yes Sir, receipt of proposals from States with notified Scheduled Tribes (STs) including Madhya Pradesh is a continuous process. Consideration of such projects for approval followed by release of funds to the States are made keeping in view the fund availability under the scheme, schematic norms, submission of utilization certificate (UC) & physical progress report (PPR) by the States and other relevant financial instructions in vogue. Implementation of the approval projects as per location submitted by the State Government is the responsibility of the concerned State Government. District-wise details are maintained by respective State Government(s).
