Question : Lateral Entry in Bureaucracy

(a) whether the Government has introduced or proposed to introduce the policy of lateral entry in the bureaucracy at Joint Secretary level for a fixed tenure;
(b) if so, the details thereof and whether concerns from various quarter has been raised to this effect;
(c) if so, the details thereof and the action taken by the Government to address these concerns including that of civil servants;
(d) whether the Government has a proposal to allow deputation of its officers to private sector as well and if so, the details thereof; and
(e) whether the Government has consulted UPSC on constitutional and legal requirements for such appointments and if so, the details thereof and if not, the reasons therefor?

(a): Government has decided to recruit talented and motivated Indian Nationals willing to contribute towards nation building to join the Government at the level of Joint Secretary, on contract for a period of 3 years extendable upto 5 years depending upon performance.

(b) & (c): A copy of the advertisement issued by DoP&T which inter-alia contains details of the posts, eligibility criteria and other conditions is at Annexure.

(d): No Madam, there is no such proposal presently.

(e): Advice of Union Public Service Commission (UPSC) has been sought on whether the posts to be filled up through lateral entry would be exempted from consultation with the UPSC under the relevant constitutional provisions.
