Question : Funds for Teachers Training and Education

(a) whether the Government has been providing funds to State Governments/UTs for
teacher’s training and education;
(b) if so, the details of grants/ assistance allocated to each State/UT during the last three
years, State/UT-wise;
(c) whether there is any monitoring mechanism to determine the quality of teachers across
the country;
(d if so, the details in this regard; and
(e) the steps taken/to be taken by the Union Government to ensure availability of quality
teachers across the country

(a) & (b): The Central Government, under the centrally sponsored schemes of Sarva
Shiksha Abhiyan (SSA) and Rashtriya Madhyamik Shiksha Abhiyan (RMSA) provides
funding to State and UT Governments to improve Elementary and Secondary education
respectively. Provision for in-service teacher training is an integral component of both
the SSA and RMSA programmes. The State-wise details of funds allocated by the
Government tor teacher training during the last three years under SSA and RMSA,
are at Annexure-I and Annexure –II, respectively.
Additionally, the Centrally Sponsored Scheme on Teacher Education (CSSTE)
provides for infrastructural and institutional support to Government Teacher Education
Institutions (TEIs) which includes State Councils of Educational Research and Training
(SCERTs), District Institutes of Education and Training (DIETs), Block Institutes of
Teacher Education (BITEs), Institute of Advanced Studies in Education (IASEs) and
Colleges of Teacher Education (CTEs). The State-wise details of funds allocated under
CSSTE during the last three years are at Annexure-III.
(c) to (e): Section 23(1) of RTE Act stipulates that any person possessing such
minimum qualifications, as laid down by an academic authority, authorized by the
Central Government, by notification, shall be eligible for appointment as a teacher.
Accordingly, the Central Government has notified the National Council for Teacher
Education (NCTE) as academic authority for recruitment of teachers. Additionally,
NCTE, mandated for providing quality teacher education to the prospective teachers,
has set norms and standards for infrastructure, instructional facilities and qualification
and experience of faculty for the teacher education institutions in which teachers are
educated. The NCTE conducts inspections of recognized teacher education institutions
under section 13 of the NCTE Act to monitor their quality.
Section23(2) of the RTE Act has been amended to extend the period of inservice
training for untrained elementary teachers to 31st March, 2019 in all the states
The National Institute of Open Schooling (NIOS) has been entrusted to conduct this
training through ODL(Open Distance Learning) mode. The online D.El.Ed. course has
started from 3rd October, 2017.As on date(15.03.2018), 13,78,935 admissions have
been confirmed for the D.El.Ed. programme at the NIOS Portal.
Section 24 of the RTE Act, 2009 mandates that a teacher appointed under
subsection (1) of the Section 23 shall perform the following duties, namely (a) maintain
regularity and punctuality in attending school and (b) complete entire curriculum within
specified time.
The steps taken by the Central Government to improve teachers’ performance
include, inter alia, monitoring teachers’ attendance through School Management
Committees/School Management Development Committees/Block Resource
Centres/Clusters Resource Centres and encouraging States and UTs to use digital
technology like installation of Bio-metric/digital attendance system in schools. Further,
the NCERT has developed a framework for Performance Indicators for Elementary
School Teachers (PINDICS) and shared with the states for effective monitoring and
benchmarking of teacher performance across the country.
