Question : Education for Children of Economically Weaker Section

(a) whether the Government proposes to implement uniform system of education in
States on the lines of Kendriya Vidyalayas and if so, the details thereof;
(b) whether the Government is aware that many children from Below Poverty Line
(BPL)/Economically Weaker Section families are not able to get admission in first class
and if so, the action taken/ proposed to be taken by the Government to increase the
admission quota particularly for those children who fail to get admission due to not
securing seat in lucky draw or through VIP quota ; and
(c) whether the Government proposes to start additional classes in Kendriya
Vidyalayas for the children of economically weaker sections and if so, the details
thereof ?

(a) & (b): Education is in the Concurrent List of the Constitution and majority of the
schools are under the administrative control of the concerned States and Union
Territories Administrations. The Right of Children to Free and Compulsory
Education (RTE) Act, 2009 makes elementary education a fundamental right of all
children in the age group of 6-14 years. Section 10 of the RTE Act stipulates that it
shall be the duty of every parent or guardian to admit or cause to be admitted his or
her child or ward, as the case may be, to an elementary education in the
neighbourhood school. Section 12(1)(c) of the Act mandates all private aided, Special
Category schools and private unaided schools to admit in class I (or below) to the
extent of at least 25% of the strength of that class, children belonging to weaker
sections and disadvantaged groups and provide free and compulsory education till
its completion. In order to implement the provisions of the section 12(1)(c) of the
RTE Act, States and UTs are required to notify the disadvantaged groups and
weaker sections, per child cost and start admissions in private un-aided schools.
Further, Ministry of Human Resource Development (MHRD) vide letter no 12-
5/2016-EE.11 dated 25.05.2016 has requested States/UTs to carry out a ground
assessment of private unaided schools across the country to ensure compliance with
the provisions of Section 12 of RTE Act, 2009.
(c): No such proposal is under consideration at this stage.
