Question : Drinking Water and Sanitation Projects


(a) the budget allocated and released to the Ministry during each of the last three years and the current year, instalment-wise;
(b) the funds allocated to the State Governments for drinking water and sanitation projects during the current financial year, State/UT-wise and instalment-wise;
(c) whether the Government proposes to conduct a study for scientific water planning so as to resolve the drinking water problem and if so, the details thereof and the action taken in this regard;
(d) whether a number of schemes/projects are pending in some States due to non-availability of sufficient funds with them to provide drinking water and sanitation facilities, if so, the details thereof and the action taken by the Government in this regard, State/UT-wise;
(e) the details of the projects submitted by various State Governments including Andhra Pradesh and Punjab under drinking water and sanitation schemes along with the projects approved and the funds released to various States and their utilisation during each year of the 12th Five Year Plan, state/UT-wise; and
(f) the details of the projects not approved or still under consideration indicating the reasons therefor, state/UT-wise?

(a) The instalment-wise details of budget allocated and released to the Ministry during each of the last three year and the current financial year are at Annexure-I.

(b The State / UT-wise and installment-wise details of the funds allocated to the State Governments for drinking water during the current financial year are at Annexure-II. Since Swachh Bharat Mission (Gramin) is demand-driven scheme, hence State-wise specific allocations are not made. However, State / UT-wise, Central share released during, the last 3 years and the current year is at Annexure-III.

(c) and (d) Rural water supply is a State subject. The State Governments are vested with powers to select, plan, approve and implement drinking water supply schemes under the National Rural Drinking Water Programme (NRDWP) to cover more habitations with piped drinking water supply. Under National Rural Drinking Water Programme (NRDWP), drinking water schemes / projects prepared by the States do not come to the Central Government for approval. States have State Level Scheme Sanctioning Committee (SLSSC) which approves the rural drinking water supply projects to be taken up in the State. Project / scheme wise funds are not released to the States. As execution and overall planning of rural drinking water supply schemes is done by the State Governments, the Ministry has directed the States to carry out sustainability and recharge of drinking water sources through various means including rain water harvesting and to conserve scarce water sources.

Under Swachh Bharat Mission (SBM) also, no such situation has been noticed where schemes / projects are pending due to non-availability of sufficient funds.

(e) & (f) Under National Rural Drinking Water Programme (NRDWP), drinking water schemes / projects prepared by the States do not come to the Central Government for approval. States have State Level Scheme Sanctioning Committee (SLSSC) which approves the rural drinking water supply projects to be taken up in the State. Project / scheme wise funds are not released to the States. The State / UT-wise details of the funds released to various States and their utilization during each year of the 12th Five Year Plan are at Annexure-II.

Under SBM-G, projects are sanctioned district-wise. Currently, 639 district sanitation projects across the country have been sanctioned. These include 32, received and sanctioned during the 12th Plan period. The State / UT wise details is at Annexure IV. State/UT-wise, Central share released and utilized during the 12th Plan is at Annexure-V.
