(a) to (c): The service conditions and recruitment of teachers, including remuneration, are in the domain of State governments/UT administrations. As per Section 23 of the Right of Children to Free and Compulsory Education (RTE) Act, 2009, the National Council of Teacher Education (NCTE) has laid down minimum educational and professional qualifications for a person to become a teacher. In addition, he/she has to pass the Teacher Eligibility Test (TET) to be conducted by the appropriate government.
