(a) to (d) The vision of the Skill India is to fulfill the growing need for skill manpower across sectors and narrow the existing gap between demand and supply of skills with a target of skilling 104 million fresh entrants to workforce by 2022, in addition to upskilling /reskilling approximately 298 million amongst those already in workforce. The Ministry of Skill Development and Entrepreneurship (MSDE) along with 21 other Ministries / Departments had achieved total skilling of 1.04 crore persons in 2015-16, which is 36.8% more than that in 2014-15. In addition, there are a number of schemes for skilling being implemented directly by the States, which is not part of the central compilation referred to above. Further, some amount of skill development is also done by the industry especially for their own workforce. The States have been implementing these schemes with varied degree of success, with few performing much better than others. However, Pradhan Mantri kaushal Vikas Yojana (PMKVY), which is the flagship programme of skilling was directly implemented by MSDE through the National Skill development Corporation(NSDC). Further, the Government has decided to skill one crore persons with an outlay of Rs. 12000 crore over a period of 4 years form 2016-17 to 2019-20 out of which 25% of the financial target will be implemented through the States and UTs amounting to an allocation of Rs.3000 crores and remaining through the NSDC.
