Question : Trade Unions

(a)whether various trade unions have observed country-wide strike in the recent past;
(b)if so, the details thereof and the extent to which the services of banks and PSUs were affected and the number of such strikes called by the trade unions during the last three years and the losses incurred to the Union/State Governments as a result thereof including mandays;
(c)whether the Government has taken any steps to prevent frequent strikes to protect the common man from hardships and to address the genuine grievances of trade unions;
(d)if so, the details thereof; and
(e)if not, the reasons therefor?

(a) & (b): Yes, Sir. Recently on 8.01.2020 strike was observed Country-wide. The unions which observed strike are:

• Joint Forum of Trade unions of Delhi,
• National Defence Workers union,

• Ammunition Factory Workers Union,
• All India Defence Federation,
• Ordnance Employees Union, Ambernath,
• Navel Armament Depot Civil Employees Union,
• COD Mazdoor Union,
• Ordnance Factory Karamchari Union,
• Cochin Port Staff Association,
• Power Grid Employees Union,
• Uttar Pradesh Uttrakhand Medical and Sales representative Association.
The average absenteeism observed due to the general strike was 15%.
Also from 31.01.2020 to 1.02.2020 an all India strike was called for by the United Forum of Bank Unions and the percentage of absenteeism was 88%.

(c) to (e): As and when a strike notice is received by the Government, the Central Industrial Relations Machinery (CIRM) under the Office of Chief Labour Commissioner (Central) initiates the conciliation proceeding with the objectives of resolving the issues involved in strike. Due to such interventions by the CIRM, number of strikes averted during the year 2017-18 were 475, 2018-19 were 462 and 2019-20 were 280.
