(a) to (c): Development of cities/towns is a State Subject. Government of India supports the efforts of State Governments by providing technical and financial assistance to States under various schemes & programmes. Government has launched Atal Mission for Rejuvenation and Urban Transformation (AMRUT) which covers 500 cities of the country having population more than 1 lakh & other identified categories and provides financial assistance to Mission cities for water supply, liquid waste management, development of city parks
and non motorized transport. Under this Mission, the Government only approves the State Annual Action Plan (SAAP) submitted by the states. The Centre has approved the SAAP of 2015-16 & 2016-17 of all States/ UTs and also approved the 3rd and final SAAP of some States/ UTs. The States are fully empowered regarding preparation, appraisal and approval of Detailed Project Reports (DPRs) and their implementation. Details of funds released under AMRUT Mission is given in Annexure.
As per mission Guidelines, cities/towns with a population of over one lakh as per 2011 census along with other categories of towns and having notified municipalities are eligible for coverage under AMRUT and the scheme has a provision to select only 500 cities.
(d)&(e): Ministry is implementing the pilot project viz. Urban Infrastructure scheme for Satellite Towns (UIDSST) with the objective to develop urban infrastructure facilities of drinking water, sewerage and solid waste management etc. at satellite towns around the seven mega-cities to channelize their future growth so as to reduce pressure on the mega cities. The scheme covers seven towns namely, Pilkhuwa (U.P.), Vikarabad (Telangana), Sriperumbudur (Tamil Nadu), Sonepat (Haryana), Vasai-Virar (Maharashtra), Hoskote (Karnataka) including Sanand (Gujarat).
