Question : HARASSMENT BY JAIL AUTHORITY



(a) whether the Government has received any complaint with regard to harassment of people who visited jails to meet their imprisoned relatives by the jail administrative authority;

(b) if so, the total number of such cases registered during each of the three years and the current year, State-wise; and

(c) the measures taken by the Government in this regard?

(a) to (c): ‘Prisons’ is a State subject under List II of the Seventh Schedule to the Constitution and prison administration is primarily the responsibility of the State Governments. The provisions of the Prisons Act 1894 and the Jail Manual framed by the respective State Governments guide prison administration. Data relating to cases of harassment, if any, by jail authorities to the people visiting their relatives in jails are not maintained centrally.
